In transmitting the enclosed Memorial from Lieutenant Caine, for submission to H. R. H the Commander-in-Chief, praying to be removed from the 14th Regiment to such other Regiment as may be destined to relieve that Corps, I beg to offer my most favorable opinion of this very promising officer, in whose welfare I know that the late Major General Hardyman was much interested, and since he has served under my Command, I have had constant opportunity of observing him.
